Hyderabad: Governor Jishnu Dev Varma‘s first budget speech on Wednesday after taking over from Tamilisai Soundararajan last year marked a significant departure from the approach of his predecessor. Unlike the many conflicts Tamilisai had with the previous BRS govt, governor Varma’s address chose a more classical approach.
The governor opted to focus on outlining the vision and priorities of the current Congress-led administration, including the successful implementation of the socio-economic caste survey. Reading out the speech prepared by the state govt, the address was also notably free of criticism directed at the Centre. The 19-page speech laid out a comprehensive overview of the Congress govt’s key initiatives.
Varma emphasised that Telangana was not just progressing but transforming under the Revanth Reddy govt.
He said, “A well-debated budget today prevents financial headaches tomorrow,” urging legislators to approach the upcoming budget session with both diligence and focus. He expressed confidence in the direction the state is heading, saying Telangana’s vision is clear, and its path is firmly set.
He stressed that a budget is not merely a set of numbers but a reflection of the govt’s priorities and its vision for the future.
“It is the financial blueprint that shapes our policies, programmes, and welfare initiatives. Therefore, all members of the legislature must engage in budget discussions with keen interest and unwavering attention,” he asserted.
The governor emphasised that while the numbers may appear overwhelming at times, it was essential to remember that behind every allocation lies the aspirations of the people. He expressed confidence that the budget session would strengthen the foundations for sustained growth, enhance social justice, and ensure the timely implementation of the govt’s commitments.
“My govt has set an unwavering course for development, ensuring that the voices of farmers, youth, women, workers, and entrepreneurs shape our policies and decisions,” he said.
He termed the Mahalakshmi scheme as a ‘game changer’ and provided detailed accounts of key initiatives, including Rythu Bharosa, loan waiver scheme, new tourism policy, and efforts to foster innovation and strengthen infrastructure.
The governor also spoke about major infrastructure projects such as the expansion of metro rail networks, the ambitious Musi river rejuvenation project, and the development of the Future City – initiatives that are poised to redefine urban living and enhance economic potential. He also spoke on the establishment of the Future City Development Authority to oversee this transformative project.
Central to the governor’s address was his emphasis on social justice as the foundation of Telangana’s development model.
“Conducting a comprehensive socio-economic, educational, employment, political, and caste survey across the state has created a robust foundation for evidence-based policymaking,” he said.
He also mentioned the introduction of the BC reservation bill and the SC reorganisation bill, which are likely to be introduced in the upcoming session.
In a poignant moment, the governor spoke about the identity of Telangana, describing it as an “emotion, a symbol of struggle, resilience, and unyielding determination”.
Recognising the contributions of Telangana’s greatest voices, he announced that the govt plans to honour literary and cultural icons such as Gaddar and Guda Anjaiah. He added that the adoption of the song ‘Jaya Jayahe Telangana Janani Jaya Ketanam’ as the state anthem is a celebration of the past, present, and future of Telangana.
Varma also reaffirmed that the official adoption of the Telangana Thalli statue further reinforced the state’s unique identity and inclusive spirit.
“Unlike traditional representations, this statue reflects every individual who belongs to Telangana, cutting across caste, class, and regional lines,” he observed.
