Patna: A complaint was filed with the National Human Rights Commission (NHRC) against Patna’s district magistrate, Chandrashekhar Singh, after he slapped a candidate during the Bihar Public Service Commission (BPSC) preliminary examination here on Friday.
The complaint was filed by Vivek Kumar, an advocate of the Supreme Court, accusing the officer of inappropriate conduct during a time of crisis. “This incident caused distress and concern among the citizens, particularly the aspirants, who were protesting peacefully to draw attention towards their grievances. The use of physical force by a high-ranking official against peaceful protestors is a grave violation of human rights and the principles of justice and fairness,” he mentioned in his complaint.
The chaotic scene erupted at the Bapu examination centre at Kumhrar in Agamkuan police station area around 1.30 pm on Friday, when over 250 aspirants staged a protest and refused to take the BPSC’s 70th Integrated Combined Competitive Examination (CCE) 2024. They claimed that the questions of the examination appeared on social media platforms prior to the commencement of the test.
The matter further escalated when Ram Iqbal Singh, who served as an additional examination superintendent, suffered a fatal cardiac arrest. During the same incident, a female candidate also lost consciousness. Upon learning about the disturbance, the DM arrived at the examination venue to assess the situation. Singh was filmed slapping an unruly aspirant and ordering police personnel to round up all those who were indulging in mischief.
The DM said that he had no intention to cause harm to any candidate, adding he had reached the place only to control the situation.
