Hyderabad: The state govt Sunday appointed special chief secretary, finance department, K Ramakrishna Rao as new chief secretary. Ramakrishna Rao will succeed incumbent A Santhi Kumari, who will superannuate on April 30 afternoon. Ramakrishna Rao’s appointment comes amidst a major bureaucratic reshuffle of 20 IAS officers.
Notably, IT special chief secretary Jayesh Ranjan is being brought into the CMO, while Dana Kishore and K Ilambarithi are being transferred from municipal administration and GHMC, respectively. Smitha Sabharwal has been transferred from tourism department to the TG finance commission as member secretary.

Sources in the chief minister’s office (CMO) said the major reshuffle was due to multiple factors. These include the upcoming gram panchayat and municipal elections, the performance of some officers not meeting govt expectations, and the need to expedite key projects of the Revanth Reddy govt like Musi rejuvenation and Future City. Additionally, there were issues related to social media posts involving Kancha Gachibowli (UoH) land issue, and a need to shift long-standing bureaucrats. “More transfers are expected soon, including one or two in the CMO,” the sources said.
Upon assuming charge as CS, the 1991 batch officer, Ramakrishna Rao, would continue to hold full additional charge (FAC) of the post of finance department, special chief secretary, until further orders. This appointment ends the suspense over the choice of chief minister for the top bureaucratic post in the state.
Special chief secretary, ITE & C and sports, Jayesh Ranjan, is transferred and posted as the special chief secretary to govt as CEO of the Industry and Investment cell in the CMO and Smart Proactive Efficient and Effective Delivery (SPEED) project. Jayesh was also placed in FAC of the youth, tourism and culture department and director, archaeology, replacing Smita Sabharwal.
GHMC commissioner K Ilambarthy was transferred and posted as secretary to metropolitan area and urban development department (HMDA limits), and RV Karnan, who was serving as director, health and family welfare, was transferred and posted as GHMC commissioner. Municipal administration principal secretary M Dana Kishore was transferred and posted as principal secretary to the labour and employment department, replacing incumbent Sanjay Kumar.
However, Dana Kishore was also given FAC of the posts of commissioner, labour, director, insurance medical services, and director, employment and training. He would also continue his full additional charge in the post of principal secretary to the governor. Commissioner and director of municipal administration TK Sreedevi was transferred and posted as secretary to municipal administration (outside HMDA). She was also placed in FAC in the post of commissioner and director of municipal administration (for municipalities and municipal corporations outside the ORR limits).
State Flagship projects commissioner K Shashanka was transferred and posted as commissioner of Future City Development Authority (FCDA), a pet project of Revanth Reddy. He would continue in FAC in the post of director, mines and geology.
Special CS, labour and employment, Sanjay Kumar was transferred and posted as special CS to industries and commerce department and ITE&C and sports department. He would replace Jayesh Ranjan, who has been posted in the CMO.
MCRHRD director general Shashank Goel was transferred and posted as vice chairman of Centre for Good Governance and given FAC of the post of director general, EPTRI, relieving Ahmad Nadeem from FAC of the said post.
Information and public relations special commissioner S Harish was transferred and posted as chairman and managing director of GENCO, relieving Sandeep Kumar Sultania from FAC of the said post. Harish was also placed in FAC of the post of special commissioner, information and public relations, and would also continue in FAC of the post of joint secretary to the revenue department.
Telangana Institute of Rural Development CEO K Nikhila has been placed in FAC of the post of secretary and CEO, Telangana Human Rights Commission. Joint secretary to the CM, S Sangeetha Satyanarayana, was transferred and posted as director, health and family welfare, replacing RV Karnan, who was appointed as GHMC commissioner. Sangeetha was also placed in FAC of the post of CEO, Aarogyasri Health Care Trust, relieving RV Karnan from FAC of the said post.
General administration department (protocol) director and joint secretary S Venkata Rao was transferred and posted as director of endowments, with FAC in the post of executive officer, Yadagirigutta temple.
On transfer, State Finance Corporation joint managing director P Katyayani Devi would assume charge as the additional CEO of the Society for Elimination of Rural Poverty. School education director EV Narsimha Reddy was transferred and posted as additional CEO, industry and investment cell and SPEED, with FAC in the post of managing director, Musi River Development Corporation Ltd (MRDCL), relieving Dana Kishore from FAC of the said post.
Telangana Medical Services Infrastructure Development Corporation (TGMSIDC) managing director Bhorkhade Hemant Sahadeorao was transferred and posted as zonal commissioner, GHMC, while Hyderabad chief rationing officer G Phaneendra Reddy was transferred and posted as managing director of TGMSIDC.
Additional collector, Hyderabad (Local bodies) P Kadhiravan was transferred and posted as joint commissioner of panchayat raj and rural development. OSD to chief secretary K Vidya Sagar (non-cdre) was transferred and posted as additional collector (Local Bodies). Kadhiravan would also hold FAC of the chief rationing officer, Hyderabad. On transfer, R Upender Reddy (non-cadre) was posted as secretary, HMDA.
