OTET: OTET must for recruiting, promoting teachers: Govt | Bhubaneswar News


Bhubaneswar: State govt has directed all district education officers (DEO) to make Odisha Teacher Eligibility Test (OTET) mandatory for recruitment and promotion of teachers.
Govt school teachers under the aegis of Odisha Elementary BEd Teachers Federation had opposed the promotion of teachers without requisite qualification allegedly violating rules of National Council of Teacher Education (NCTE) and provisions of Right to Education Act.As many as 68,000 teachers without OTET qualification have been promoted between 2020 and 2023 in the state, according to govt data. The federation has also moved court challenging the promotions.
The directorate of elementary education has asked the DEOs of Gajapati, Kalahandi, Koraput, Malkangiri, Rayagada, Balasore, Cuttack, Bhadrak, Kendrapada, Mayurbhanj, Puri, Balangir, Keonjhar, Deogarh, Sonepur and Boudh to resubmit the list of teachers who were promoted. The school and mass education secretary issued the order in a meeting held on July 31. Discussing the exclusion of non-OTET teachers, the department also instructed DEOs from Nuapada, Sundargarh and Bargarh to revise and resubmit their gradation lists to comply with the Odisha Elementary Education (OEE) rules, senior officers said.
The meeting underscored the importance of meeting deadlines and ensuring compliance with administrative requirements across all districts.
Sources said NCTE has decided that OTET is mandatory eligibility criterion for appointment and promotion of teachers in states as per RTE Act. “Even after OTET was made mandatory, the govt gave promotions to teachers who had not qualified in OTET. We are afraid a big teacher recruitment scam has been happening in Odisha too,” said a teacher, who is a federation member, requesting anonymity.
Members of the federation said the unqualified teachers who got promoted should be immediately declared as ex-cadre and teachers who have passed OTET should be promoted.
