Odisha to digitally transform local bodies | Bhubaneswar News

Bhubaneswar: Housing and urban development department on Saturday announced plans to integrate all urban local bodies (ULBs), including municipal corporations, with the Odisha State Workflow Automation System (OSWAS) by April 1, 2025.
The initiative aims to streamline administrative operations across municipalities through digital transformation. The Odisha Computer Application Center (OCAC) will oversee technical implementation of the project.
Under the new directive, municipalities will equip themselves with essential hardware, including desktop computers running Windows 10, laptops, scanners, and LAN connectivity. The infrastructure will meet specific requirements to ensure seamless integration with OSWAS.
To facilitate smooth implementation, TCS teams and OSWAS Project Management Unit will coordinate with data management personnel in each municipality. Local bodies have been instructed to submit proposals for enhanced bandwidth and develop network infrastructure using their own funds.
“This digital transformation will significantly reduce paperwork and enhance efficiency in govt operations,” said a senior official from the housing and urban development department. The system includes built-in accountability measures, with specific timeframes for officers to respond to files and automatic escalation protocols for delayed actions.
“The OSWAS platform, already operational in the state secretariat and departmental headquarters, is now being extended to field offices. This expansion is expected to expedite govt work while conserving time and resources through paperless operations,” reads a govt statement.
