Odisha CM Presents Massive Rs 12,156 Crore Supplementary Budget Focused on Women Empowerment and Public Welfare | Bhubaneswar News
Bhubaneswar: Chief minister Mohan Majhi presented a supplementary budget of Rs 12,156 crore in the assembly on Tuesday, augmenting the annual outlay of Rs 2.65 lakh crore announced in July.
The supplementary provision includes an additional allocation of Rs 1,196 crore for the flagship Subhadra Yojana, a cash incentive scheme for women, bringing its total outlay to Rs 11,196 crore. Under the scheme, eligible women receive Rs 10,000 annually in two instalments. Govt plans to reach out to 1 crore women within this financial year to disburse the first instalment.
Majhi, who also holds the finance portfolio, emphasised that the supplementary budget aims to meet public welfare needs while maintaining fiscal discipline. “The objective is to provide additional requirement of funds for completion of ongoing and new projects, realignment of budget allocations to give effect to new policy decisions of the govt and allocation of funds for public welfare and developmental activities in the state,” the CM said.
Govt allotted Rs 125 crore for the organisation of Pravasi Bharatiya Divas in Bhubaneswar, which will be held for the first time in Odisha from Jan 8 to 10. He also assigned Rs 644 crore towards Gopabandhu Jana Arogya Yojana, the state’s healthcare programme. The allocation is in addition to Rs 5,450 crore that was previously earmarked in the annual budget for the initiative, taking the total to Rs 6,094 crore.
The budget is Fiscal Responsibility and Budget Management (FRBM) compliant, with projections to maintain revenue surplus and contain fiscal deficit at around 3% of gross state domestic product (GSDP). The supplementary provision will be financed through tied-up resources of Rs 3,236 crore, with the remaining amount covered through additional revenue collection and savings.
Till Oct, the state’s debt-to-GSDP ratio stands at 10.12%, well within the mandated level of 25%. The supplementary budget includes Rs 10,155 crore programme expenditure and Rs 1,685 crore administrative expenditure.
