‘Need transparency, clarity in proposed 42% BC quota’

Hyderabad: Telangana BC Commission former chairman Vakulabharanam Krishna Mohan Rao has urged the state govt to ensure the Justice Sudarshan Reddy (Retd) committee report is published and address legal ambiguities before approving the 42% reservations for BCs in the assembly on March 17. He said if these bills are introduced without transparency and without considering judicial precedents, their implementation may face serious legal and administrative challenges.
“BC reservations in Telangana should not just be a political promise, but a legally sound and transparent process. For 42% reservations to become a reality, caste census data, legal clarity, and transparent policymaking are essential,” Krishna Mohan Rao said in an open letter to chief minister A Revanth Reddy on Saturday.
The Telangana govt has constituted a special committee led by Justice Sudarshan Reddy to conduct a comprehensive study on the caste suvey. This committee, with Kancha Ilaiah as vice chairman, comprises of several experts tasked with analysing the caste survey data and presenting a detailed report.
The ex-chairman said that these BC bills should only be introduced in the legislature after the committee submits its final report. He said that without a clear stance on caste survey data, Supreme Court rulings, and central govt approvals, the implementation of these bills might lead to controversies and legal hurdles in the future.
Flaws in the dedicated commission report must be addressed as the report was prepared without fully analysing caste census data. The report was drafted before the caste survey was completed, raising concerns about its accuracy and completeness. The govt has not fully disclosed the report, leading to speculations and doubts, Krishna Mohan Rao said.
