Health min urges states, UTs to utilise funds on time | Bhubaneswar News
Bhubaneswar: Union health minister J P Nadda on Friday expressed concern over the sluggish pace of some states in utilising healthcare funds allocated by the Centre.
After inaugurating the 9th National Summit on ‘Good and Replicable Practices and Innovation in the Public Healthcare System‘ in Puri, Nadda urged senior health officials from various states and Union Territories to ensure timely and efficient utilisation of the allocated resources. “Finance is not the problem at all. We must ensure that the finance is perfectly utilised and the quality of healthcare increases,” he said.
“After we provide funds for a project, a tender is not floated on time, and a building is not constructed as per schedule, a machine is not purchased, and equipment is not procured. Ultimately, what happens is your next year National Health Mission (NHM) budget and your programme implementation plan become less ambitious because previous work is not completed. You have to be very careful and aggressive so that you address the problem,” the minister said.
Nadda said that the Centre has also given a lot of impetus to tertiary healthcare in addition to improving primary and secondary healthcare. “The decline of Maternal Mortality Rate (MMR) in India is double that of the global decrease, which highlights the efforts made in strengthening the healthcare system from the grassroots level. The Infant Mortality Rate (IMR) and under-5 mortality rate have also seen a noteworthy downfall,” he added.
On the threat from non-communicable diseases, Nadda stressed the need for lifestyle changes. He said the Centre is strengthening the healthcare sector at the grassroots level by giving importance to health workers. He put emphasis on telemedicine to help people at the grassroots level. “They also focus on preventive, promotive and comprehensive measures,” he added.
“We have done a great job in combating malaria and TB. We have already detected 5 lakh TB patients before 100 days. It shows the sincerity of our campaign. Jan Bhagidari (involving public representatives) has played a great role in TB-mukt Bharat,” he added.
CM Mohan Charan Majhi said a slew of national institutes are coming up in the state, including the National Institute of Yoga and Naturopathy, the National Institute of Pharmaceutical Education and Research (NIPER), and a National Institute of Speech and Hearing. He also said that a new govt nursing college and four dental colleges will be opened in the state.
Majhi said that the merging of Odisha’s Gopabandhu Jan Arogya Yojana with Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) is a momentous step to provide healthcare facilities to people in the state.
The summit, which brings together key healthcare administrators from across the country, focuses on improving public healthcare delivery systems. The two-day event will showcase and document various best practices and innovations adopted by states and UTs for addressing their public health challenges, official sources said.
