HC seeks status reports of drain repair & construction projects | Bhubaneswar News

Cuttack: Orissa high court has sought from the state govt the status report of a Rs 320-crore project for the repair and renovation of branch storm water channels in Cuttack. The court has also sought the status of a Rs 32-crore project to prevent the unchecked discharge of effluents from drains into the Taladanda canal. Both projects are pending govt approval.
The special bench dealing with civic issues in the city sought the status reports on Thursday after it was informed about the progress of repair and renovation of branch drains from Jhola Sahi to Seminary Square and Old Rousapatna to New Rousapatna, where the branch drain touches the box drain (main storm water channel-1).
Atanu Kumar Samanta, city engineer of Cuttack Municipal Corporation (CMC), appearing through virtual mode, said a detailed project report (DPR) was submitted to the govt on Aug 21 for renovation of all five branch storm water channels. He stated that the project cost is Rs 320 crore.
Similarly, another DPR was submitted to the govt on Aug 23 for the construction of drains to stop the flow of drain water to Taladanda canal, and the project cost is Rs 32 crore, he informed the court.
Taking the submissions on record, the division bench of Justices Sangam Kumar Sahoo and V Narasingh ordered, “Let the counsel for the state obtain instruction about the status of sanction of the aforesaid two DPRs. A responsible officer of the concerned department shall file an affidavit in that respect.”
The 83 km long British-era Taladanda canal, which passes through the city for nearly 5 km, starts at Jobra (Cuttack) and links the Mahanadi river with the Bay of Bengal at Paradip.
Wastewater and sewage from eight municipal drains flowing into the canal and the existing outfall points can only be closed after the diversion of effluents from these drains between Malgodown and Naya Bazar to the main storm water channel– 1 by constructing a connecting drain from Urban Hat to Naya Bazar.
If the outfall points are closed prior to the construction of the proposed connecting drain, the upstream side of the adjoining drains, near Urban Hat at Malgodown area, Light House, Police Colony, Kunja Bihari School of Chauliaganj area, will be severely waterlogged and submerged, and local people will suffer greatly, CMC informed the court.
