HC orders to halt dumping of garbage at Sati Chaura, relocate facility outside city | Bhubaneswar News
Cuttack: Orissa high court has ordered an immediate halt to the dumping of garbage near the busy Sati Chaura in the city. The court also directed the closure of the micro composting centre (MCC) near Raghunath Jew Temple in Telenga Bazaar, another densely populated area.
“Steps shall be taken for relocation of the MCC so also the dumping yard near Sati Chaura,” the HC ordered. The bench constituted to deal with civic issues in Cuttack issued the orders on Thursday after the advocates’ committee, headed by High Court Bar Association president Bijay Dash, sought the shifting of the dumping yard at Sati Chaura as it posed a threat to residents of nearby areas.
Cuttack Municipal Corporation (CMC) authorities stated the dumping yard at Sati Chaura is used as a transit point. Garbage collected from the city is stacked there for some time and then transported to the dumping yard at Chakradharpur on the outskirts. However, the collector was urged to provide adequate land for shifting the dumping yard at Sati Chaura, the authorities claimed.
The advocates’ committee also expressed concern for the residents around the MCC near Raghunath Jew Temple. CMC counsel Debasis Nayak submitted that there are 13 MCCs in Cuttack, including the one near the temple, for the conversion of garbage into manure pursuant to the state govt’s policy.
Taking serious note, the bench of Justices Sangam Kumar Sahoo and V Narasingh observed, “It needs no emphasis that an MCC in the middle of the city, especially in a densely populated locality like Telenga Bazaar, is harmful to the health of the public. Constant movement of garbage-laden vehicles plying to and from the MCC and foul smell emanating from decaying matter has created an unhealthy environment in the said area, which is affecting the health and hygiene of the residents of the area.”
“This court, therefore, directs that the municipal authorities shall take immediate steps to ensure that no fresh garbage is dumped at the MCC near Raghunath Jew Temple. The authorities shall further ensure that the accumulation of garbage already dumped at the said MCC for composting be disposed of at the earliest, in any case, not later than Jan 27. The said MCC should not operate thereafter pending further orders from this court,” the Bench ordered, adding, “Steps shall be taken for relocation of the said MCC so also the dumping yard near Sati Chaura.”
The bench fixed Jan 30 for further consideration of the matter while expecting a compliance report by Jan 28.
