Govt to launch online platform on road accidents to aid insurance claims | Bhubaneswar News

Bhubaneswar: State govt is set to launch the Electronic Detailed Accident Report (e-DAR), an online platform to enable people quick access to road crash information, helping expedite compensation claims and provide swift assistance to affected families, transport secretary Usha Padhee said on Friday.
Insurance providers must offer compensation of Rs 5 lakh for fatalities and Rs 2.5 lakh for serious injuries to victims or their legal representatives in accidents involving insured vehicles, as per Section 164 of the Motor Vehicles Act (MVA), 1988.
In a meeting with insurance company representatives to enhance motor vehicle insurance reforms, Padhee stressed the importance of streamlining claim settlements. She instructed insurance providers to create a tailored standard operating procedure (SOP) for seamless implementation.
“The transport department will issue the final SOP to all stakeholders, ensuring greater clarity and coordination in the claims process,” Padhee said.
“There is an urgent need for improved awareness and enforcement. State govt is actively monitoring the resolution of pending claims to ensure a faster settlement process, reinforcing its commitment to efficient insurance disbursement,” Padhee said.
She urged vehicle owners to obtain insurance. Official data revealed that approximately 59% of vehicles in Odisha lack insurance. More than 61.57 lakh vehicles out of 1.03 crore registered vehicles in the state are uninsured.
Since Feb 1, state toll booths have implemented electronic detection systems to identify uninsured vehicles. The transport department now issues electronic penalty challans when vehicles without insurance are detected.
Although insurers offer various motor insurance options, including own damage, comprehensive, third-party and personal accident coverage, the Centre has made third-party liability insurance compulsory under the MVA.
The Act requires mandatory third-party risk insurance for all motor vehicles. Non-compliance can lead to three months imprisonment and penalties between Rs 2,000 and Rs 4,000. Third-party insurance covers physical injury, death, property damage, and personal accidents, while protecting vehicle owners from legal issues.
