Govt allows MPs, MLAs to recommend teacher transfers

Bhubaneswar: State govt on Tuesday announced a new one-time measure allowing MPs and MLAs to recommend up to 15 teacher transfers within their constituencies for the ongoing educational year. The window for transfers is open from May 15 to June 15.The school and mass education department issued guidelines stating that these recommendations will cover both elementary and secondary teachers. However, the transfers must comply with specific conditions, including no movement of teachers from rural to urban areas and limiting transfers to within the same district.Joint secretary of the department, Girish Chandra Singh, said that priority would be given to teachers with urgent needs while maintaining the principle of rationalisation. The transfer recommendations must be submitted to the respective district collectors for review by thedistrict level transfer committee (DLTC).For parliamentary constituencies spanning multiple districts, proposals should be submitted to the nodal collector — who also serves as the returning officer — under intimation to other collectors. Rajya Sabha MPs must submit their recommendations through the director of secondary education. The directorate of secondary and elementary education has been asked to take immediate follow-up action to implement the directive.
