Court sets 4-month deadline for rollout of upgraded criminal tracking network

Chennai: Madras high court has directed the Tamil Nadu director-general of police and the home department to ensure the completion of the CCTNS 2.0 project—a real-time digital crime and case tracking system—within four months.
It also ordered that monthly review meetings be conducted at all levels to monitor implementation and ensure real-time digital tracking of compliance with court orders.

Justice A D Jagadish Chandira, while dealing with a contempt petition over police delay in filing a final report, stressed that such measures are necessary to avoid repeated complaints from litigants over non-compliance. The direction came while closing the contempt petition filed by J Manohar Dass, who alleged inaction by police despite earlier court directions.
The state public prosecutor submitted that between 2022 and 2024, 610 contempt petitions were filed in criminal matters—485 relating to investigation and filing of final reports, 10 for registration of FIRs, and the rest concerning police protection, registration of CSR, and transfers.
In the present case, the petitioner gave a complaint in February 2020 against a travel agent regarding 13,66,725 paid for arranging visas and tickets for 18 family members. Though an FIR was registered in the same month at K-10, Koyambedu police station, no final report was filed despite a 2022 high court order. Thirteen police officers were later impleaded.
The court noted that the accused was arrested only in October 2024—over two years after the direction. Inspector K Uma Maheswari arrested the accused and filed the final report, now before the Egmore metropolitan magistrate. With stereotypical affidavits filed by the officials, the court said that lack of accountability and frequent transfers hindered timely action.
