Cases pending before Telangana courts come down, even as vacancies go up

HYDERABAD: Representation of SC and OBC judges in the Telangana High Court saw a slight decline, while there was an increase in the number of judges from the ST community.
The Law Commission in 1987 recommended 50 judges per million people as the benchmark. In reality, while all states and UTs are far from meeting this number, Telangana has 11.6 judges per million in subordinate courts and 1.3 per million in the high court, totalling 12.9 judges per million people in the state.
Meanwhile, IJR 2025 ranked Telangana second in terms of judiciary improvement, moving up from 11th position in 2019. Kerala is ahead of Telangana in this category.
Judicial vacancies in Telangana and eight other high courts have increased, while vacancy levels in subordinate courts have remained largely unchanged, from 19.7% in 2022 to 20.7% in 2025.
Further, with only 10 judges per million and an increase in vacancies in subordinate courts, Telangana lags behind in terms of filling up vacancies.
At the end of 2024, Telangana high court recorded clearance rates of over 100 per cent, along with 24 other high courts, in terms of case clearance rates (CCR). Telangana steadily improved its CCR during the past five years from 2020 to 2024. CCRs also rose in the district courts in the state, the report said.
Further, the average cases pending per high court judge came down from around 12,000 in 2017 to around 9,000 in 2024, while average cases pending per subordinate court judge increased from around 1,500 in 2017 to around 2,500 in 2024.
Additionally, Telangana has one subordinate court judge for every 86,413 people (national average 69,017). The vacancy of high court judges is 28.6%, high court staff is 23.8%, and 20.5% in subordinate courts judges.
