Ex-bharatpur Iic Accused Of Extortion In The Past | Bhubaneswar News
Bhubaneswar: Inspector in-charge of Bharatpur police station, Dinakrushna Mishra, who is among five police personnel suspended on Wednesday for allegedly assaulting an Army officer and for molesting his fiancée in custody, was embroiled in controversy for his conduct earlier as well.
In Nov 2022 when Mishra was IIC of Cantonment police station in Cuttack, he was accused of extorting Rs 50,000 from a parking lot operator.The victim secretly recorded a video of Mishra’s alleged misconduct on his mobile phone, which later went viral on social media. In the video, Mishra can be heard threatening the man with false cases.
Although Mishra denied all allegations at that time, commissionerate police transferred him from Cantonment police station and assigned him a non-policing role at the DCP’s office in Cuttack.
Despite Mishra’s questionable track record, state police appointed him as IIC of Bharatpur police station in Bhubaneswar last year.
“We should have a transparent system for transfer and appointment of police officers. Officers with doubtful integrity and corrupt background should not be posted in police stations. Complainants will suffer and investigations will get derailed if corrupt and inefficient officers are posted in police stations,” said Debasis Das, a senior lawyer.
Days after Mohan Majhi took over as chief minister, he directed the police to ensure that complainants are not treated rudely at police stations. Majhi’s instruction held significance as he shared his experience at Keonjhar police station a few days before the 2024 elections, during a meeting with senior IPS officers.
On May 2, Majhi, who was then Keonjhar MLA, protested along with some local villagers against alleged misconduct of an officer of Keonjhar police station. A video of the argument between Majhi and the police officer went viral on social media.
Experts suggest that police conduct and quality of policing can be improved by appointing sufficient personnel in police stations. A shortage of staff increases workload on police officers, which may lead to rude and erratic behaviour.
“If a police officer works for several hours without any rest and leaves, he/she may start behaving rudely. It not only affects the officers’ own behaviour, but also adversely impacts his or her professional conduct, and investigation of crimes. One cannot expect quality and better service under such adverse work conditions,” said S K Sahoo, a retired police inspector.
