Sambalpur: A legal team from the senior civil judge court on Wednesday attached movable property in the office of chief construction engineer of roads and buildings (northern circle) here, over non-payment of Rs 89 lakh to a contractor for constructing the hostel and administrative building of a polytechnic college in Bargarh in 2012.The contractor filed a case in 2015 over unpaid dues.In its order, the court asked the department to pay the bill. On May 8, the court allowed attachment of movable property in the office. When court officials reached the office at Brooks Hill area here, there was minimal movable property. Two computers, two printers, an AC, an almirah, tables and chairs were attached.Chittaranjan Panigrahi, the Jharsuguda-based contractor, said, “The officials did not like the work. As they did not pay, I was forced to approach the court. Construction was completed in 2012. Two buildings of the polytechnic college in Bargarh were constructed. As they failed to pay the dues, we filed a case in 2015. They removed all valuable movable properties; only some chairs, tables and two computers were there.”Souri Padhi, advocate of the contractor, said, “As the office did not pay the amount, the contractor filed a case. The amount is around Rs 1 crore. Whatever has been seized won’t be enough to cover the bill. Officials were aware of the attachment, hence they removed everything. Officials were not present when the attachment was done.”Souri said that the worth of attached property can be assessed if the court auctions them.Bill for the administrative building was Rs 11,32,359, whereas the girl’s hostel was built for Rs 44,08,347.
