Telangana high court directs fresh bilingual exam for art & craft teacher posts

Hyderabad: The Telangana high court directed the Telangana residential educational institutions recruitment board (TREIRB) to conduct the examination afresh for the post of art and craft teachers in the residential educational institutions societies in English and Telugu.
The test was conducted by the board only in English in August 2023, despite the notification clearly mentioning that the question paper would be bilingual (English and Telugu), leaving the Telugu category candidates in a limbo.
After hearing a petition filed by the aggrieved candidates, a division bench directed the board to conduct the fresh test as early as possible since the said notifications are of the year 2023. “The board’s stand amounts to changing the rules of the game after the game was played; therefore, the same is clearly impermissible,” ruled the division bench of Justices Abhinand Kumar Shavili and Laxmi Narayana Alishetty.
The petitioners contended that candidates who pursued their studies in Telugu medium were put in a disadvantageous position as they could not understand the English question paper. Thus, they could not write the examination properly, and as a result, they did not clear the examination.
As TREIRB conducted the examination contrary to its own notification, the petitioners urged the high court to direct TREIRB to conduct the examination afresh in two languages as per its April 2023 notification.
TREIRB’s counsel contended that the writ was filed belatedly, after the release of the final key of the examination, and having realised that they do not come within the zone of consideration.
“Cancelling the earlier examination at this stage and conducting a re-examination would result in mental agony, hardship, and financial loss to the candidates, besides delaying the recruitment process,” the counsel informed the court.
The bench, while issuing the order, remarked that the board issuing a notification saying that the examination would be bilingual and then taking a ‘U-turn’ and stating that the examination paper for optional subjects shall be in English language only, amounts to violating the terms and conditions of the notification, which is not appreciated.
