Forum suggests changes to draft University Grants Commission rules | Bengaluru News

Bengaluru: The Forum of Former Vice-Chancellors of Karnataka has written to the University Grants Commission (UGC), recommending changes to its controversial draft rules for recruitment of faculty in universities.
The draft Minimum Qualifications for Appointment and Promotion of Teachers and Academic Staff in Universities and Colleges and Measures for Maintenance of Standards in Higher Education Regulations, 2025, has drawn criticism from various stakeholders for some of the changes proposed.

The forum said in the selection committee of vice-chancellors, there should be a state govt nominee since higher education comes under the concurrent list of the Constitution and the state provides land and infrastructure. It also suggested that a VC be eligible for one more term of five years, but not in the same university. Now, the term of a VC is five years.
The forum asked UGC to delete the provision allowing non-academicians to become VCs. The recruitment of assistant professors is based on National Credit Framework (NCrF), whereas, in the earlier semester system, choice-based credits and annual system of education were used. Since NCrF is based on National Education Policy, students from states that do not follow it will be at a disadvantage.
Signed by forum secretary H Maheshappa and president S Chandrashekar Shetty, the letter has been sent to UGC.
