Fire service to set up unified command centre to improve emergency response | Bhubaneswar News
Bhubaneswar: Odisha fire and emergency service will establish an advanced unified command and control (UCC) centre (UCC) to strengthen its emergency response capabilities.
The centralised facility will improve emergency response by providing direct access to audio-visual information from incident sites, leading to better situational awareness and swifter response times. “The UCC centre aims to deliver a holistic solution for coordination of emergency operations throughout the state, enhancing response times, resource distribution and incident handling efficiency,” a senior fire service officer said.
Officers said the new system will boost response efficiency by capturing and transmitting real-time data from incident locations to the UCC, enabling evidence-based decision-making for swift, coordinated responses. “The system will enhance incident handling and resource distribution. UCC will serve as a unified platform for emergency monitoring, assessment and resource direction, enabling optimal deployment of staff, equipment and vehicles,” the officer said.
By establishing strong communication channels with emergency response vehicles (ERVs), the UCC will enhance coordination between field teams and command officers, resulting in more effective emergency handling. The system will boost preparedness for significant incidents through vehicle integration to handle large-scale or complex situations.
A central command and control room will be set up at the Odisha Fire and Disaster Response Academy (OFDRA) in Bhubaneswar. This centre will house cutting-edge monitoring and communication equipment as the operational hub for managing emergencies across the state. The central control room will enable real-time access to site information, allowing senior officers to assess ongoing situations, manage emergencies and maintain operational oversight.
The UCC will connect with all emergency response vehicles across Odisha. Each vehicle will be equipped with audio-visual systems to send live data from incident sites, providing UCC staff with immediate ground-level insights for effective decision-making. The proposed UCC will utilise advanced technologies including artificial intelligence (AI) and machine learning (ML) to optimise operations and enable efficient incident management for various emergencies.
Each fire station will receive a dedicated setup for seamless UCC communication and data sharing. The arrangement will enable fire stations to receive alerts, manage resources and participate in incident management. “We face increasing challenges in managing emergencies, particularly in the face of natural disasters like floods and cyclones. Rapid urbanisation, with an increasing number of high-rise buildings and heavy vehicular traffic, further contributes to the need for a robust, centralised command and control system,” the officer said.
