Uninsured vehicles to be detected at toll plazas from today | Bhubaneswar News
Bhubaneswar: From Saturday onwards, toll booths in the state will help the govt detect uninsured vehicles through an electronic detection module. The transport department will later issue electronic penalty challans for vehicles found without insurance.
The state transport authority (STA) developed the e-detection system to monitor vehicles passing through all 22 toll gates statewide. The system will cross-reference vehicle numbers on the Vahan portal to verify insurance status, with immediate e-challans issued to non-compliant vehicles.
“Currently, we detect vehicles plying without fitness, route permits, and tax compliance at toll plazas. From Saturday, we will add this feature of e-detection of uninsured vehicles. Some other states are using this e-detection module,” said additional transport commissioner Lalmohan Sethi (road safety).
According to transport department sources, while third-party (TP) insurance is legally required for all motor vehicles, approximately 60% of the total 86 lakh vehicles plying in Odisha operate without insurance. The bulk of the violators are two-wheelers and non-transport light motor vehicles.
Despite insurers offering various motor insurance policies, including own damage (OD), comprehensive, third-party, and personal accident coverage, the Centre made TP liability insurance mandatory under the Motor Vehicles (MV) Act 1988.
The Act stipulates mandatory insurance coverage for third-party risks for all motor vehicles. Violations can result in three months imprisonment and fines ranging from Rs 2,000 to Rs 4,000. The TP insurance provides coverage for physical injury, death, property damage, and personal accident protection. It also safeguards vehicle owners from legal complications.
“If you cause an accident that injures or kills another person, the victim will be able to get the treatment cost and death compensation from TP insurance. This will also protect drivers from police and legal repercussions in accident cases. In the absence of the TP coverage, the third-party accident victim will not be able to get any compensation. The vehicle driver and owner would face legal action,” Sethi said.
According to the transport department, the e-detection system at toll gates aims to improve road safety and insurance compliance. The system will operate continuously at all toll plazas, enabling authorities to maintain surveillance and increase insurance compliance across the state’s roads.
