Nod to Rs 12k-cr scheme to upgrade one primary school in each panchayat
Bhubaneswar: State cabinet, chaired by chief minister Mohan Charan Majhi, on Wednesday approved a Rs 12,000 crore initiative to upgrade one primary school in each panchayat into a model school.
The schools (classes I to VIII) will be upgraded under the Godabarish Mishra Adarsha Prathamik Vidyalaya (GMAPV) scheme, announced by the CM on Teacher’s Day last year.
Briefing media persons after the cabinet meeting, Majhi said 114 primary schools will be upgraded into model schools in the first phase this year. “Other schools will be covered in the next three years to cover 6,794 schools in as many panchayats,” he said.
Stating that the transformation of school education is important to ensure quality education for all, Majhi said, “The so-called transformation during the previous BJD govt in the name of the 5T initiative was a mere whitewash of dilapidated school buildings and a betrayal of students’ aspirations.”
“Even detailed project reports (DPRs) were not prepared, and no estimates were calculated. It was playing with the future of students,” he said, adding the new model primary schools will work as feeder schools for high schools with better quality of students.
A govt statement said GMAPV will focus on inclusivity and quality education for marginalised communities aligned with the Right to Education Act, 2009.
“By enhancing infrastructure, adopting modern pedagogical methods and encouraging community participation, GMAPV promotes equitable education and holistic student development, reinforcing the mission of the NEP-2020 and empowering children socially and academically,” the CM said.
Govt will spend an estimated Rs 1 crore to Rs 5 crore per school, depending on the enrolment, from 2024-2025 to 2028-2029. Actual expenditure will depend on the individual DPR of each school. The move will bolster foundational literacy and numeracy skills among students, it said.
The previous BJD govt had established 314 CBSE-affiliated model high schools, called Odisha Adarsha Vidyalaya (OAV), which offer education from classes VI to XII.
