Bihar Whips Granted Minister Status and Salary | Patna News – Times of India
Patna: The whips of various parties in both the legislative assembly and council will now enjoy the status, salary and allowances commensurate with that of the minister of state in Bihar.
The gazette notification issued by the govt in this regard on September 12 was tabled in the state assembly by rural development department minister Shrawan Kumar on Wednesday.
“Earlier, there used to be three types of ministers — cabinet minister, minister of state or state minister and deputy minister. The provision for deputy minister has been done away with. Therefore, whips of political parties in the assembly and the legislative council will now enjoy the status, salary and allowances of the state minister,” Kumar told reporters later.
The relevant para of the gazette notification said, “The whips of both the Houses shall be entitled to pay, allowances and other facilities at par with the state minister of the govt.”
On the other hand, the state assembly on Wednesday also passed by voice vote the two Bills — Bihar Government Premises (Rent Recovery and Eviction) Amendment Bill, 2024, and Bihar Sports University Amendment Bill, 2024. The amendments were necessitated due to typological error in the first Bill, and for an insertion of a word in the second.
Earlier, during the Question Hour, Kumar, while replying to a short-notice question of Amarendra Pratap Singh, said that the mukhiyas would have to get repaired pedal rickshaws and e-rickshaws, meant for the disposal of the solid and liquid waste, at their own level under Lohiya Swachh Bihar Abhiyan as part of the Centre’s Swachha Bharat Mission.
The fund required for their repair would be provided through the 10% tied grant to be made available on the recommendation of the 15th Finance Commission. The panchayats concerned had purchased 78,560 pedal rickshaws and 5,846 e-rickshaws in 2023, Kumar said. He added that the same have to be purchased for the remaining 127 panchayats, which is under process for clearance.
